Breaking change: Rename permissions, use module permission for config page

Problem/Motivation

The module configuration page uses the global administrator permission, not the module-specific admin permission.

In addition, permissions end in "token" rather than "tokens"; let's use the module name of "tokens". This is a breaking change but the module is still in alpha.
