Language switcher accessibility issues: unique ARIA IDs, aria role mismatch

Problem/Motivation

Lighthouse is reporting accessibility problems for dropdown language switcher block. We are missing the role attribute and id we are generating is hard-coded which is not good if you use more then one language switcher on the same page.

MDN has a nice menu dropdown example for our case https://developer.mozilla.org/en-US/docs/Web/Accessibility/ARIA/Roles/me....
