Handle language switching in Lang Negotiation

Problem/Motivation

Language negotiator in core provides a language switcher in LanguageNegotiationUrl. This module's GroupPrefixLanguageNegotiationUrl is modeled off of core's, but does not currently implement LanguageSwitcherInterface. Let's do that.
