Place block menu_ui_get_menus() deprecated

Problem/Motivation

Placing SmartMenus block in Drupal 10.3.3 throws Ajax error. Error log points to undefined function (deprecated) menu_ui_get_menus() in line 118 of /app/web/modules/contrib/smartmenus/src/Plugin/Block/SmartMenusBlock.php

Steps to reproduce

Install SmartMenus. Attempt to place block in any region in Block Layout.

Proposed resolution

Rework smartmenus_menu 'options' to output correct list of available menus.
