Proposed resolution

On line 977 of HTMLRestrictions.php, add a isset($tag_config[$wildcard_attribute_name]) or !empty($tag_config[$wildcard_attribute_name]) as the first if condition. However, other work might be necessary if this indicates a more fundamental issue.
