Make adding action buttons to kebab menu optional

There are different issue open to fix bugs, and an API available to show the buttons outside of the kebab menu. But the direction is the kebab menu. So closing this (for now).

Why is this kebab menu necessary? Is it tested on users, not developers using Drupal but the real users our clients?
