Next/Previous Buttons Generated Incorrectly in non-admin theme.

Maybe something we can do but also may be up to the theme. Claro and olivero had specific styling for tour

I'm not worried about the styles, I'll being adding my own styles. To me it seemed like some of the tour's JS isn't building the tips correctly and I wanted to point that out. I'm going to dig into a bit more tomorrow.
