Add configure route to .info.yml

Problem/Motivation

Module configuration link does not appear on the modules listing page (/admin/modules).

Steps to reproduce

Navigate to /admin/modules, filter or search for Lunr search module.

Expected behavior: A "configuration" link appears below the module name/description, next to the "permissions" link.
Actual behavior: No link appears.

Proposed resolution

Add the configure route to the module's .info.yml file.

None. Patch is attached.

User interface changes

Configuration page link appears on the /admin/modules page below the module name/description.

None.

None.
