Add translation context for the word issue

Problem/Motivation

This is a common problem in Drupal, so nothing fancy.
The word Issue has different meanings like in Issue (Housten we have a Problem) and Issue (Hey, the new Newspaper-Isssue is out now)

Since we have SimpleNews for Drupal we need to be aware that the UI tells us the right meaning in that cases. Add a context for the module, pleae, so the UI can show the right word in the rifght place.

Steps to reproduce

Install Drupal
Enable a translation where the word Issue has two seperate words for differents meanings. (eg. German)
Install the Module
Open the Report Page
See that the wrong word is usesd (in Gemran it isAusgabe instead of Problem)

Proposed resolution

Add a Translation Context so the word issue can be translated for the module seperately form the standard translation on the localisazion server. ( Examples can be found in the Upgrade Status Module.)
