Drop Drupal 9 support when the tests start failing

With the GitLab CI template, we can easily run the PREVIOUS_MAJOR tests and then drop D9 support when the tests break due to an enhancement.

When ✨ Support for cookie auth? Postponed is committed, we will drop support for everything below 10.2, so that's when Drupal 9 support will end.
