Add an option in config page to let administrator the possibility to dissable eco mode for admin pages

I've developed a patch to implement the new feature.

It includes a checkbox option that allows you to skip checking the request's response time when the current page is an admin page. This prevents the warning banner from being displayed.

Thanks lifelifeone for your patch. It could be better to add a default config value while installing the module and also set the new checkbox at the bottom of the form :)

I've implemented the changes as requested. I've added a default config value and placed the new checkbox at the bottom of the form.
Additionally, I've grouped all the fields into a container to organize them better.
