User interface strings should be sentence case

The Drupal user interface guidelines β†’ say "Page titles, links (in menus, too), and headings in Drupal should generally use sentence case capitalization, where only the first word is capitalized, except for proper nouns and other words that are generally capitalized by a more specific rule." This tends to extend to *all* interface text within Drupal, including field names and configuration labels. VADO, however, uses Title Case for everything, which makes it very jarring up against UIs that use sentence case. There's an old issue ( #3027954: Use sentence case for interface text β†’ ) that brought this up in the past, but it seems to have been forgotten, as nearly everything in VADO's admin screens are Title Case.
