How can I disable confirmation form

Hello, how can I disable confirmation form. I edited the display settings for the shipment types. The checkbox to enable or disable the extra confirmation is disabled, but the confirmation continues to be displayed in a modal dialog.

I realized the settings in shipment types/Manage display are not working. To enable or disable the extra confirmation, must be used
view order_shipments and set up from there.
