drush migrate:reset additional options like --all

I like the idea, probably need this in order to fix "stuck" migrations in after-deploy scenarios.
Just gave this a quick visual review.

Patched local code.
Seems to work just dandy - even without my feedback from the review applied. Would be handy to have that in :)

@jrockowitz May I ask you to check the annotations? The linting seems to complain about the same thing:
