Warnings of missing blocks during install

The block_content one is probably just the "welcome to Starshot" block from the front page; I think we can probably remove that. It was there for Driesnote demo purposes when this was still the prototype.

As for help_block, I'm guessing some theme is using it without Help itself being enabled. The solution is probably to enable Help along with the theme. Just not sure which theme it is.

Well, that pretty much does what I suggested in #2 and is harmless anyway, so I'm okay with proceeding here.
