Migrate HTML to Paragraphs is a very useful module and its the best way to migrate content into paragraphs. However there is no supported releases and you need a few patches to make this module work.
This module can't be installed via composer without patches:
composer require 'drupal/migrate_html_to_paragraphs:^2.0@RC'
If I am allowed to be a co-maintainer I am happy to take over maintenance of this module and have a stable release soon.
