Add menu headers as first item in New Drupal Navigation

Problem/Motivation

When the 'New Drupal Navigation' is selected, which is a huge improvement by the way, the People Overview (/admin/people) cannot be reached anymore from the menu.

In the normal Navigation, the headers are clickable. In the new Drupal Navigation, not anymore, which is an improvement.

Proposed resolution

Add the original header as the first menu item in the New Drupal Navigation.

I'm closing this as won't fix as we're about to remove Gin's (test) integration soonish. Please use Core's new navigation instead!
