CKEditor should allow linkit assist

Problem/Motivation

When building a webform, and editing elements type of Basic HTML as well as the Description of other elements, the editor Text format is limited to the default configuration provided by Webform. This does not include Linkit, which helps content managers link to pages and media items with an auto-complete feature. It would be helpful if the Webform CKEditor would allow the use of Linkit for links. This would improve maintainability, as any changes to a linked item, in particular Media Documents, would be automatically updated in the Webform.

Steps to reproduce

Edit any webform element, note the toolbar button options provided. The link option does not make use of the Linkit plugin.

Proposed resolution

Enable Linkit in the Webform default CKEditor configuration.

    The default webform text format has no dependencies and is intended to be a reasonable default format.

    If you need additional features or dependencies, you can use an existing text format or create a new text format and assign it to all webforms by setting the 'Element text format on the Webforms: Element settings form (/admin/structure/webform/config/elements)
