Help text not showing when help module disabled

The help text that has instructions on configuring the VWO module is not showing when the help module is not installed. Help text is being displayed in the "Help" block that is not rendered when the help module is not enabled. This was discovered in Acquia CMS which has the core help module disabled on install.

Steps to reproduce

  • Disable the core "Help" module.
  • Navigate to /admin/config/system/acquia_vwo.
  • Look for the following help text which should be present:

    VWO is an easy to use A/B, split and multivariate testing tool. In order to use this module, you will need a VWO account. A Free 30 day trial account is available from the VWO website by clicking on the link below.

Proposed resolutions

  • Make the acquia_vwo module dependent on the core help module.
  • Add help text directly to the configuration form.
