Clearing cache items whose IDs start with a given string is not possible

For how the APCu key to use for each bin / cache ID is created, it is not possible to clear all the cache items for the $bin bin and whose cache ID starts with $cid (for example, 'cache_entity_').

This is a limitation in the current implementation that should not exist.
