Fix ESLINT pipeline

Problem/Motivation

Currently Eslint pipeline is skipped and the reason of eslint failure is due to settings file.

Proposed resolution

Remove SKIP_ESLINT from gitlab.
Check whether we can remove settings file as it doesn't contain any actual settings key-values.
