use 4.0 release version of Rules

Problem/Motivation

Now that Rules 4.0.0 is released, can we please use that instead of the dev version?

Steps to reproduce

$ composer require drupal/rules:^4
Your requirements could not be resolved to an installable set of packages.
- drupal/tr_rulez 2.0.0 requires drupal/rules 4.0.x-dev -> found drupal/rules[dev-4.0.x, 4.0.x-dev (alias of dev-4.0.x)] but it does not match your minimum-stability.

Proposed resolution

Change the requirement in composer.json to ^4.0
