Move dependency on telegram_api to a submodule

This seems like a useful module, but why would it need a dependency on telegram_api when a lot of users will just use the email functionality? If the dependency is moved to a Telegram submodule it would be more flexible and future proof. Perhaps also opening the way to pluggable other messaging systems.
