Failed to load user list (/admin/people) in Drupal 11.0.1

Problem/Motivation

With 50 users, the /admin/people page fails to load. The site fails with 500 error, "The SELECT would examine more than MAX_JOIN_SIZE rows".

Update: Adjusting the settings.php (SET SQL_BIG_SELECTS=1) fixes the issue. Sorry for early bugreport. Nevertheless, since this is not really a huge dataset, I suspect the query is not very well formed.

Steps to reproduce

Add more than 49 users to Drupal 11.0.1 system. PHP 8.3, MariaDB 10.11.
