A possible reason is I have an exclusion path
*imce*in "Add tracking to specific pages" configured.If I safe the form manually with my D7 settings I get an error:
Path "*imce*" not prefixed with slash.
May means every path that has no
/prefix need to have a slash added during migration or just remove the invalid path from the list. I guess it is safer to remove incompatible paths. - 🇫🇷France Toki Caen, Normandy
As stated in this comment ✨ Is there an upgrade path from Drupal 7 to Drupal 10? Active , migration seems broken (global settings) for me too. And I have no specific exceptions on D7 configuration.

At least I can say the icme path was nit the reason… migration still fails with icne path removed.
