People page buttons aren't working

Problem/Motivation

Buttons translations on /admin/people aren't provided.

Steps to reproduce

1. Enable "Add user buttons on People page" in /admin/config/people/multiple_registration/settings
2. Then visit people page at /admin/people - click on "Add new ROLE" buttons - it's redirect to multiple registration ROLE editing, not to Register User with selected role.

Proposed resolution

Buttons translations fix patch file attached.
