Create SDDS GitHub project to support GitPod Launcher

Problem/Motivation

We want people to be able to spin up a configured version of SDDS and Experience Builder on Starshot so they can test and contribute.

Steps to reproduce

Proposed resolution

Create a GitHub project to contain the info.

Remaining tasks

  1. Create repo
  2. Create base Starshot install with SDDS with XB configured
  3. Export config and database
  4. Add code, config and database to repo
  5. Make repo public
  6. Test it and tweak as needed

User interface changes

Users will be able to launch SDDS with Experience Builder in a Starshot install using GitPod.
