Add Nightwatch Axe test

Problem/Motivation

bluecheese is moving toward a component based theming system, which will have accessibility testing baked in. However this doesn't ensure that how things all come together on a page is itself accessible. To ensure accessibility compliances are being met, we will want to include more global accessibility testing.

Proposed resolution

Add Nightwatch Axe tests to the theme that can be then be run either by setting up core's Nightwatch testing locally, or by configuring the main project to run Nightwatch tests.

Following the standards for Nightwatch testing put forth in core, this test should actually live in the main project root, and not the theme, so I am closing this issue.
