Autocorrection/Suggestion for spelling mistakes not working correctly

Problem/Motivation

There is a configuration setting for 'Spelling Correction Mode'. There are three options:
1. AUTO - if a word is misspelled (such as 'kidnye' instead of 'kidney'), then Vertex will automatically search on 'Kidney' instead.
2. MODE UNSPECIFIED - defaults to AUTO
3. SUGGESTION ONLY - if a word is misspelled, the end user will be informed but the search will continue with the misspelled word.

Option 3 does not appear to be working.

Additionally, if a word is misspelled and corrected - the corrected word should be passed to the plugins that are capable of modifying the results on the search page (vais_promos is a module that uses this).
