Update Drush command to work with Drush ^12.5

Problem/Motivation

The Drush command is integral for the purpose of this module. In Drush 12, attributes replaced annotations, Drush 12.5, autowire was added. This module also could restructure the drush functions into a service file.

Remaining tasks

[ ] Create new 3.x branch
[ ] Set Drupal versions to ^10 || ^11
[ ] Add autowire
[ ] Remove drush.services.yml file
[ ] Update composer with requirement for Drush >=12.5
[ ] Write _drush_node_access_rebuild_progressive_rebuild and _drush_node_access_rebuild_progressive_process functions into services.
