Meta tag support for comment entity type

The module specifically disables support for the Comment entity type, but I guess it could be added back if you specifically want to disable indexing comment pages.

FWIW you could also add "comment/*" to your robots.txt file to have the same result.

Yes, because it is of more value to our SEO to prevent indexing rather than preventing crawling.
