[1.0.0-alpha2] Move icon library to/admin/appearance/ui-libraries

Problem/Motivation

Other UI Suite modules put the library page under /admin/appearance/ui-libraries
So, a theme using more than one module can have access to every UI artefacts from a single "homepage"

However, it is not the case of UI Icons yet.

Proposed resolution

Move route, index & task to expected position:

Don't forget to add the ui_suite.index route & menu link, which is duplicated on every UI Suite module

It may good idea to update description too.

Keep loading library pages with admin theme?
