In DrupalApcCache::binaryToHex(), return an empty string for an empty string

Since, for the methods calling DrupalApcCache::binaryToHex(), an empty string could be an appropriate value, DrupalApcCache::binaryToHex() should not replace an empty string with other values, but just return an empty string.
