Problem/Motivation

After upgrading from Drupal 10.2.5 to 10.3.1 i see the warning when trying to "load" an action plugin e.g. with ECA.

Warning: Undefined array key 0 in Drupal\workflow\Plugin\Action\WorkflowStateActionBase->buildConfigurationForm() (line 199 of /opt/drupal/web/modules/contrib/workflow/src/Plugin/Action/WorkflowStateActionBase.php)

Steps to reproduce

Install https://www.drupal.org/project/eca →
Install https://www.drupal.org/project/bpmn_io →
Try to create a bpmn modeller flow with this URL admin/config/workflow/eca/add/bpmn-io
