Create agenda for SDDS async Slack meeting and create first meeting issue

Fix title and status.

Here's a first pass. It will be refined in the coming weeks as needed.

This meeting:

➤ Is for people who want to contribute to (or are just curious about) the SDDS project including designers, developers, testers, documentation writers, and other roles.
➤ Happens every Wednesday at 3:00 UTC (5am CEST, 8:30am IST, 1pm AEST, 8pm PDT).
➤ Is done over chat.
➤ Happens in threads, which you can follow to be notified of new replies even if you don’t comment in the thread. You may also join the meeting later and participate asynchronously!
