Create SDDS project overview documentation guide

Jacob read through and didn't find anything obvious to update here. I'll leave this open for a day or two for others to take a look.

I took a look at this page, I think there are a couple of things that we can improve

For the section "What is the Starshot Demo Design System (SDDS)?", Learn more link should be updated with the webinar video.

Section "What is the CivicTheme Design System?", I think the CivicTheme's vision doesn't really capture what this theme is about, and the learn more link is a theme demo page, I think a link to the Drupal theme page is better https://www.drupal.org/project/civictheme → , I like the first sentence of this page "CivicTheme is a component-based atomic design system and Drupal theme.", which might be a good overview introduction about this theme.

Section "Who are the SDDS project team?", there should be a break before "Advisory" to make 2 parts separately (I might be picky).
