Upgrade openai-php/client to ^0.10

Problem/Motivation

I would like to use the new vector store features available in OpenAI 0.10.0 however this module is holding me back from using a version later than 0.8.0.

Proposed resolution

Increase dependencies to use the v0.10.1 library.
