The test classes do not enable the Alternative PHP Cache module

Test classes need to enable the modules they depend upon, even if that is the module for which they have been written.

Also, since the module requirements are not checked when a module is enabled, their setUp() method should set DrupalTestCase::$setup to FALSE so none of their test methods are invoked.
