When you insert links into ckeditor, the url/href is included in the character count. If you exceed the limit, you won't notice it until you save and an error message pops up. The character limit shouldn't include the url/href. Check out the image attached for reference.
Add links to the editor with a long url or and multiple links so you will go past your Maximum length then try to save your node
Remove href url from being part of the count.
