Have separate "class list" configurations for sections vs regions

Problem/Motivation

The classes I want to make available to the Section container are usually not the same as the classes I want to be used on Regions. It would be nice to be able to configure both class lists separately.

Steps to reproduce

Proposed resolution

Create a new "region_class_list" config setting. Ensure backward compatibility by copying the initial value from "class_list" in an update hook.
