Add path as a parameter to getRouteCollectionCacheId()

Problem/Motivation

See 🐛 After updating Drupal from version 10.2.7 to version 10.3.0, a 404 error occurred! Needs review for discussion - we're duplicating code in that issue, but in a minor release we could add a parameter to the protected method instead.
