Adding timezone geolocator

Problem/Motivation

There is no way to use the geoip locator for anything other than country code.

Proposed resolution

Add a new geoip locator that gets timezones.

This is probably not the best way to do this, since we're not returning a record, but this is the least likely way to not affect existing geoip sources.
