Transfer project ownership for notificare project from jooplaan to chfoidl

Hi it seems I am unable to transfer ownership of the project I created and has been inactive for 10 years. A new team wants to use the the project space and name for a new project. I am happy to transfer the ownership of the Notificare project ( https://www.drupal.org/project/notificare → ) from me to chfoidl ( https://www.drupal.org/u/chfoidl → ).

I just tried removing jooplan as a maintainer from the project, but the page displays the user status as locked
