filter_format not used on custom route?

The filter format object is passed to the cincopa.gallery_dialog route, but it isn't actually used in in the controller method it executes.

Proposed resolution

Work out if the filter format in CincopaGallery is useful, finish implementing it if it is, remove it if not.
