Require image_popup module? Unused/unfinished code?

The module uses the ImagePopup class from the image_popup module → in EditorCincopagalleryDialog, but that form doesn't seem to be used anywhere.

Work out if EditorCincopagalleryDialog is useful, finish implementing it if it is, remove it if not.
