Testing this on an existing codebase that was ignoring config in a similar way to this module, and I noticed that on config export, config files that had configuration dependencies on ignored patterns were removed.
If configuration exists in the file storage, it should still be imported and exported even if it depends on config that is ignored. It certainly shouldn't be deleted.
