If you create a Cover block and set a color for it instead of an image, you'd get a forced ".has-background-dim" that is set to "background-color: #000;" class. it overrides the default color selected. that background-color I assume should be added to the pseudo element and not the div itself.
it works in the edit mode since the color gets applied as an inline color but not once you save it.
I haven't tested this but I suspect this issue exists on 3.0.x
as well.
