When we add a new config to be ignored, it is displayed on the 'Synchronize' page as non ignored config and could be imported. To make it ignored, exported 'config_ignore.settings' file must be synced. This is a problem when for example we have 2 or more developers working on the site and we need to import some configs and to not override config that are work in progress by another developer, or we need to skip some of the configs with no any deploy to the site at the moment. Hope it makes sense
Could we improve transformStorage() method and to get ignored configs from the config factory first? At the moment we get it from the exported 'config_ignore.settings' file and only if we do not have any config we get them from config factory. Or we can merge configs from exported file with new ignored configs from config factory.

Hello, this error also happens to me with Drupal 10.2.7 and config_ignore 3.3, the temporary solution was to upgrade to 2.4.
