Use Composer to pull in required modules

Problem/Motivation

Currently opigno_cron requires the following:

- ultimate_cron:ultimate_cron
- config_rewrite:config_rewrite
- queue_ui:queue_ui

However on install, these modules may not be present in the codebase.

Add modules to composer.json require.
