Consider deprecating Choices

Problem/Motivation

Throughout the polyfill.io "crisis", the Choices library remained untouched by its maintainer. It hasn't seen a commit in years and it is likely safe to assume it's now abandonware.

Is this something we want to encourage the use of?

Proposed resolution

Deprecate Choices and place a warning message on the UI if it's selected.

Remaining tasks

Decide if it's desired; do it.

New warning on the select element UI (and potentially other UI's)
